PM: Mongolia Fully Trusts the Energy, Creativity, and Intellect of Its Youth

Ulaanbaatar, October 21, 2025 /MONTSAME/. The national conference “Partnership for Youth Development: Cross-Sectoral Coordination” took place on October 20, 2025, at the Government Palace, bringing together young people from all 21 aimags and nine districts of Mongolia.
Speaking at the conference, Prime Minister Zandanshatar Gombojav noted, “Exactly 80 years ago today, the people of Mongolia made a historic choice for independence, confirming it through a nationwide referendum with 98.4 percent voter turnout and 100 percent approval. This remains an enduring symbol of our people’s unity, trust, loyalty, and commitment to sovereignty. Today, our youth must internalize these values and carry forward patriotism, conviction, and purpose into the future.”
The Prime Minister emphasized that the Government has made youth development a top policy priority, naming the five-year national development program “NEW CONFIDENCE–BOLD REFORM.” He highlighted that the program reflects the Government’s, as well as the global Mongolian community’s, confidence in the energy, intellect, and creativity of Mongolia’s youth.
He added, “The Government has launched its largest mega project, the Human Development New Program. The initiative aims to elevate education, healthcare, employment, and social protection to a new level, creating a society where work is fairly rewarded, talent is recognized, and accountability is upheld. International organizations have recognized Mongolia’s trustworthiness: Moody’s upgraded our sovereign credit rating to “B1, stable” after 11 years. This reflects global acknowledgment of the Government’s anti-corruption efforts, crackdown on coal theft, economic recovery measures, and disciplined policies.”
To ensure more effective youth development, the PM noted ongoing discussions about establishing an independent agency or council. “We aim for a state that listens to youth voices and supports their initiatives in practice,” he said.
During September and October 2025, preliminary consultations were held in Arkhangai, Dornogovi, Khovd, Bayan-Ulgii aimags, and central administrative agencies. Organized by the Ministry of Culture, Sports, Tourism, and Youth, in collaboration with international and civil society organizations working on youth development, participation, and protection, these discussions identified and prioritized pressing youth issues and explored solutions within each sector’s policies and programs.
The recommendations and conclusions from these consultations were presented at the conference. Participants expressed their commitment to incorporating them into policy documents such as the Revised Law on Supporting Youth Development and the Youth Development Support Strategy and to jointly implementing urgent and actionable policy measures under the guidance of PM Zandanshatar.
