Mongolia-China-Russia ‘Tea Road’ Tourism Cooperation Plan Signed

Ulaanbaatar, November 10, 2025 /MONTSAME/. The 9th Tourism Ministerial Meeting of Mongolia, the People’s Republic of China, and the Russian Federation took place in Darkhan on November 7, 2025.

 

Commencing the Meeting, the Minister of Culture, Sports, Tourism, and Youth of Mongolia, Undram Chinbat, Vice Minister of Culture and Tourism of the People’s Republic of China, Wang Jianhua, and the Deputy Minister of Economic Development of the Russian Federation, D. S. Vakhrukov, delivered opening remarks. The parties reviewed the progress of their cooperation in 2025 and reached a joint position on developing cross-border tourism in the coming years, enhancing port and border operations to meet international standards, utilizing digital transformation and advanced information technology, and promoting Mongolia’s culture and traditional values internationally by developing the “Tea Road” as a historical and cultural tourism route to increase mutual tourist flows.

 

During the Meeting, the sides discussed policies, activities, infrastructure development, and the creation of products and services aimed at advancing the “Tea Road” as a priority tourism direction among the three countries. They also proposed initiatives to develop the “Tea Road” brand and to implement joint experience-sharing programs to expand cooperation.

 

Presentations were delivered by V. Batchimeg, Director of the Department for Tourism Policy Implementation Coordination of the Ministry of Culture, Sports, Tourism, and Youth of Mongolia; Ji Shaoqi, Section Chief of Culture and Tourism Department of the Inner Mongolia Autonomous Region of China; Ilya Gennadyevich Umansky, President of the Russian Tourism Union; and the Director of the Russian public organization “Galeria Chaika.”

 

As a result of the 9th Meeting, the parties signed the “Meeting Protocol” and the Tripartite Cooperation Plan for the Development of Tourism along the Mongolia-China-Russia “Tea Road.” In addition, Darkhan-Uul and Tuv aimags submitted and presented their applications for membership in the Secretariat of the “Tea Road International Tourism Association.”

 

The parties agreed to hold the 10th meeting in 2026 in the People’s Republic of China.

 

According to the Ministry, this 9th meeting, held in Darkhan-Uul aimag, elevated the mutual trust and friendly cooperation among the three countries to a new level and laid an important foundation for developing the “Tea Road” into a key axis for regional tourism, economic, and cultural cooperation.
