Standing Committee on State Structure Approves Proposal to Appoint Zandanshatar Gombojav as Prime Minister

2025 /MONTSAME/. On June 12, 2025, the Standing Committee on State Structure of
the State Great Khural (Parliament) of Mongolia held a meeting to discuss the proposal to appoint the
Prime Minister of Mongolia.
Deputy Chief of the Office of the President Uilstuguldur Altankhuyag presented the proposal to appoint the Prime Minister.
The Mongolian People’s
Party (MPP), which secured the majority of seats in the State Great Khural following
the 2024 Regular Parliamentary Election results, formally submitted a proposal
to nominate Zandanshatar Gombojav for the position of Prime Minister to President of Mongolia Khurelsukh Ukhnaa on June 10, 2025. Under Article 39, Clause 2 of the Constitution, the
President is required to present to Parliament the nomination for Prime
Minister proposed by the party or coalition holding the majority in the State
Great Khural within five days. Consequently, the nomination of G. Zandanshatar
for Prime Minister is now being formally introduced.
Zandanshatar Gombojav
was born in 1970 in Baatsagaan soum, Bayankhongor aimag, and has a wife and four
children. In 1987, he graduated from Secondary School No. 77 in Ulaanbaatar and
studied at the Irkutsk Institute of National Economy in the Russian Federation from
1987 to 1992, earning a degree in finance and economics. He has a Master’s
degree in Economics. He began his professional career as a lecturer at the
University of Commerce and Industry. From 1995 to 1998, he served as an
economist, department head, and division director at the Agricultural Bank.
Between 1998 and 2000, he worked as the manager of the training center at the
Bank of Mongolia and as the bank’s representative at the Agricultural Bank.
From 2000 to 2003, he was the Deputy Director at Khan Bank, and worked as
Deputy Minister of Food and Agriculture from 2003 to 2004. From 2005 to 2010,
he was a member, Vice President, and later President of the Board of the Socialist
Democratic Youth Union under the Mongolian People’s Party (MPP). He served as a
Member of Parliament from 2004 to 2012, as Minister of Foreign Affairs from
2009 to 2012, and between 2012 and 2013, he was the Secretary General of the
MPP. From 2013 to 2015, he conducted research at the Center on Democracy,
Development, and the Rule of Law at Stanford University in the United States. He
was re-elected to Parliament in 2016 and served until 2024. From 2017 to 2019,
he was a Member of the Government and the Chief of Cabinet Secretariat of the
Government of Mongolia. From 2019 to 2024, he served as Chairman of the State
Great Khural. Since 2024, he has worked as the Chief of Staff of the Office of the President of
Mongolia.
Zandanshatar Gombojav has
been engaged in academic research, economic policy, and foreign affairs since
1992 and has served at both legislative and executive levels of the government.
He is regarded as experienced in state positions and capable of ensuring
stability of public trust, political leadership, and policy. On this basis, he
has been formally proposed for appointment as Prime Minister of Mongolia.
In connection with the
matter under discussion, members of Parliament posed questions and expressed
their views. Following this, the majority of participating members voted in favor
of the proposal to appoint Zandanshatar Gombojav as Prime Minister. The Standing
Committee’s conclusions were thus approved for presentation to the plenary session
of the State Great Khural.
