Negative airtime contents of election campaign increase

Ulaanbaatar /MONTSAME/ The Civil Society Monitoring Network for Fair Elections reported on the increasing negative agenda in television programs towards presidential candidates.
 
On June 19, Monday, representatives of the network held a press conference to brief reporters on the progress of its monitoring study on television broadcast and financial transparency of the ongoing presidential election campaigns, and preparation of automatic election system.
 
Based on Mongolian Press Institute and Maxima LLC’s 2016 research, the monitoring study covers Mongolian National Broadcaster, TV9, Channel 25, C1 and UBS. After analysis of broadcast time of 359 hrs 38 min and 17 sec, it was found that 24 hrs 56 min and 40 sec were dedicated to election campaigns which constitute 7 percent of the total airtime.
 
More importantly, the report indicates increase in negative airtime content targeting presidential candidates M.Enkhbold (MPP), Kh.Battulga (DP) and S.Ganbaatar (MPRP).
 
The monitoring study detected no violation of the General Election Commission’s regulation on allotted airtime for election campaigns.
 
The second segment of the monitoring study focuses on election campaigns financial transparency, and concluded, as of June 14, that political parties and candidates' report on their finance wasn't adequate.
 
It found that the candidates spent average amount of MNT 3 billion on pamphlets and other printed materials and MNT 1 billion on airtime campaign propaganda.
 
Thirdly, the monitoring study found no error in the election automatic system.
 
The Civil Society Monitoring Network for Fair Elections is made of three NGOs – New Initiative for Youth Monitoring and Administration NGO, Globe International and MIDAS.
