Parliament Finalizes Resolution to Zero Import Duties on Fodder and Flour

Ulaanbaatar, December 11, 2025 /MONTSAME/. At the plenary session on December 11, 2025, the State Great Khural held the first reading of the draft resolution on “Amending the Resolution.”


During the session, Member of Parliament Sainzorig Purevjav inquired about the opportunities that would arise for herders and enterprises upon adoption of the resolution. Minister of Food, Agriculture, and Light Industry Badamsuren Myagmarsuren stated that the resolution would implement a regulation granting specific authority to the Government. It will enable imports of wheat flour, livestock and animal fodder, and feed additives through five western border checkpoints, exempt these goods from customs duties, and provide tangible support to citizens.


Considering the actual situation in the agriculture sector, the aim is to prevent disruptions in the supply and reserves of wheat flour, a staple food product for populations in remote regions, and to overcome the shortages of livestock fodder caused by adverse weather conditions. Therefore, the timeframe is set until April 15.


After members raised questions and expressed their positions, a vote was held, and with a majority of participating members in favor, the resolution was approved.
