Parliament Discusses Petition to Establish Working Group on Increasing Salaries for Teachers and Healthcare Workers

Ulaanbaatar, October 22, 2025 /MONTSAME/. The Standing Committees on Human Development and Social Policy and on Budget of the State Great Khural (Parliament) of Mongolia convened a joint session on October 22, 2025, to consider a public petition submitted via the e-petition system by citizen B. Nomin, proposing the formation of a working group to address salary increases for teachers and healthcare workers.
The Standing Committee on Petitions had previously reviewed this petition during its session on September 30 and supported the proposal to form a working group. Member of the State Great Khural Ganzorig Purevjav presented the committee’s conclusions, noting that the Standing Committee on Petitions had decided it was appropriate to establish a joint working group with the Standing Committees on Budget and on Human Development and Social Policy under a directive from the Chairman of the State Great Khural to develop a policy decision.
Last week, the Government discussed the issue in detail and estimated that increasing salaries by 20 percent for education sector employees and by 15 percent for healthcare sector employees would require a total of MNT 831 billion, including funds needed for pension and allowance increases. As the Government has already submitted the draft State Budget for next year, Chair of the Standing Committee on Budget Ganhuyag Khassuuri noted that the Parliament should consolidate the calculations and incorporate the proposals within the framework of the working group.
After questions and statements from Members of the State Great Khural, the committees concluded that the petition submitted by citizen B. Nomin, supported by 33,038 people through the public e-petition system, on establishing a working group to increase salaries for teachers and doctors, should be referred to the working group responsible for preparing the discussion of the draft State Budget Law for 2026.
