PM Zandanshatar Appoints B. Enkhbayar as Minister of Justice and Internal Affairs

Ulaanbaatar, October 1, 2025 /MONTSAME/. Prime Minister Zandanshatar Gombojav announced the appointment of Enkhbayar Battumur as Minister of Justice and Internal Affairs on September 30, 2025.
The Prime Minister stated, “The Government imposed a three-month special regime on 'Erdenes Tavantolgoi' JSC. The main goal of this regime was to stop coal theft and revive the national economy.
When I assumed office as Prime Minister, economic growth had declined by 2.4 percent, and the budget faced a potential shortfall of MNT 3.2 trillion. After taking office, we implemented MNT 2.2 trillion in savings, resulting in economic growth of 5.7 percent as of last month.
Under the special regime at "Erdenes Tavantolgoi" JSC, sales revenue increased 1.6 times, exchange transport 1.5 times, exports 1.2 times, operational efficiency threefold, and production 1.1 times. This reflects the results of combating entrenched theft within the company.
As a result of inspections, multiple methods of coal theft were identified, and evidence was submitted to the Independent Authority Against Corruption of Mongolia (IAAC). To fully stop coal theft and restore the economy, I am appointing B. Enkhbayar as Minister of Justice and Internal Affairs within the scope of the Prime Minister’s authority,” he added.
