Mongolia and Turkmenistan Sign Documents to Advance Bilateral Relations and Cooperation

Ulaanbaatar, June 2, 2025, /MONTSAME/. At the invitation of President of Mongolia Khurelsukh Ukhnaa, President of Turkmenistan Serdar Berdimuhamedow is paying a State Visit to Mongolia on June 1-2, 2025.


During the State Visit, the two sides signed the following documents to strengthen the legal basis for bilateral cooperation. 


1. President of Mongolia Khurelsukh Ukhnaa and President of Turkmenistan Serdar Berdimuhamedow signed the Joint Declaration on Developing Bilateral Cooperation between Mongolia and Turkmenistan.


The two sides underscored the importance of regularizing the frequency of political dialogue, deepening cooperation in trade and economy, transport and logistics, agriculture, and environmental protection.


2. Minister of Foreign Affairs of Mongolia and Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs of Turkmenistan Rashid Meredov signed an Intergovernmental Agreement between Mongolia and Turkmenistan on Establishing a Joint Commission for Bilateral Cooperation.


A Consultative Meeting of the Mongolia-Turkmenistan Joint Commission will convene every two years to discuss issues in the economy, trade, science, technology, tertiary education, food, agriculture, and culture.


3. Minister of Foreign Affairs of Mongolia Battsetseg Batmunkh and Deputy Prime Chairman of the Cabinet of Ministers of Turkmenistan Hojamyrat Geldimyradov signed a General Intergovernmental Agreement between Mongolia and Turkmenistan on Economic Cooperation.


The two sides will strengthen mutually beneficial economic cooperation in energy, transport, communications, infrastructure, light industry, agriculture, and tourism, as well as exchange information and experience, implement joint programs, and support business partnerships.


4. Minister of Foreign Affairs of Mongolia and Deputy Chairman of the Cabinet of Ministers of Turkmenistan Hojamyrat Geldimyradov signed a Medium-Term Intergovernmental Program between Mongolia and Turkmenistan on Developing Cooperation in Trade, Economy, and Investment for 2026-2028.


The two sides defined the areas of cooperation between 2026 and 2028, cooperating in expanding trade, supporting exports of value-added products, promoting SME cooperation, attracting investment, developing transport and logistics infrastructure, and collaborating in agro-processing, construction, and veterinary services. Business forums will be organized regularly to mutually introduce products to the markets of the two countries.


5. Minister of Foreign Relations of Mongolia Battsetseg Batmunkh and Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs of Turkmenistan Rashid Meredov signed a Program of Cooperation between the Ministry of Foreign Affairs of Mongolia and the Ministry of Foreign Affairs of Turkmenistan for 2026-2027.


The Foreign Ministries of the two countries will expand cooperation and hold regular consultation meetings on international and regional issues of mutual interest.




6. Minister of Food, Agriculture, and Light Industry of Mongolia Enkhbayar Jadamba and the Minister of Light Industry of Turkmenistan Nurmyhammat Orazgeldiyev signed a Memorandum of Understanding between the Ministry of Food, Agriculture, and Light Industry of Mongolia and the Ministry of Light Industry of Turkmenistan on Cooperation in the Light Industry Sector.


The two sides agreed on specific areas of cooperation, especially in textiles and garment production, and implement joint projects and programs. Turkmenistan operates more than 80 large high-tech sewing complexes from Switzerland, Germany, Italy, Belgium, Japan, and other countries.




7. Minister of Education of Mongolia Naranbayar Purevsuren and Minister of Education of Turkmenistan Jumamyrat Gurbangeldiyev signed an Agreement between the Ministry of Education of Mongolia and the Ministry of Education of Turkmenistan on Cooperation in Education.


The two sides will facilitate favorable conditions by mutually granting scholarships for study and research in tertiary education institutions and exchanging information and consultations on mutual recognition of educational documents and academic degrees.




8. Governor of the Capital City of Mongolia and Mayor of Ulaanbaatar Nyambaatar Khishgee and Deputy Chairman of the Cabinet of Ministers of Turkmenistan Baimyrat Annamammedov signed a Memorandum of Understanding between the Office of the Governor of the Capital City of Mongolia and the Administration of the City of Ashgabat of Turkmenistan on Establishing a Sister-City Relations between Ulaanbaatar and Ashgabat.


Ulaanbaatar and Ashgabat will develop cooperation in innovation, trade, economy, science, culture, sports, tourism, and other areas based on mutual trust and respect, and support exchanges of officials and businesses.




9. First Vice-President of the Mongolian Academy of Sciences Avid Budeebazar and President of the Academy of Sciences of Turkmenistan Allaberdi Ashirov signed a Memorandum of Understanding between the Mongolian Academy of Sciences and the Academy of Sciences of Turkmenistan.


The Mongolian Academy of Sciences and the Academy of Sciences of Turkmenistan will expand cooperation in science, technology, and innovation, and organize joint conferences, symposia, seminars, and meetings. 




10. Director of the Chinggis Khaan National Museum of Mongolia Academician Chuluun Sampildondov and Minister of Culture of Turkmenistan Atageldi Shamyradow signed a Memorandum of Understanding between the Chinggis Khaan National Museum of Mongolia and the National Museum of Turkmenistan.


The two sides will cooperate in restoring artifacts, holding regular meetings and training for museum professionals, and promoting the culture, history, and traditions of the two countries to the public.




11. Executive Director of the Mongolian National Broadcaster Gerel Gankhuyag and Chairman of the State Committee of Turkmenistan on Television, Radio, and Cinematography Meylis Rejepov signed a Memorandum of Understanding between the Mongolian National Broadcaster and the Television and State Committee of Turkmenistan on Television, Radio Broadcasting and Cinematography Cooperation.


The two sides will exchange programs and best practices, co-produce creative works, and collaborate to promote the two countries to the public.




12. Minister of Education of Mongolia Naranbayar Purevsuren and Minister of Education of Turkmenistan Jumamyrat Gurbangeldiyev signed a Memorandum of Understanding between the Mongolian National University of Medical Sciences and the Myrat Garryev State Medical University of Turkmenistan on Cooperation in Education and Health Services.


13. Minister of Education of Mongolia Naranbayar Purevsuren and Minister of Education of Turkmenistan Jumamyrat Gurbangeldiyev signed a Memorandum of Understanding between the School of Political Science, International Relations, and Public Administration of the National University of Mongolia and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.


The two sides will cooperate in research, academic activities, and education, organizing joint conferences, seminars, round-table discussions, conducting joint studies on pressing international issues, and exchanging faculty members and researchers.




14. Director-General of the MONTSAME National News Agency of Mongolia Sodontogos Erdenetsogt and Director-General of the Turkmenistan State News Agency “TDH” Merdan Gazakbayev signed a Memorandum of Understanding between the MONTSAME National News Agency of Mongolia and the Turkmenistan State News Agency “TDH.”


The two news agencies will expand cooperation by exchanging news and information on politics, society, economy, business, tourism, history, culture, and arts, mutually distributing content through their channels, and implementing journalist exchanges and training programs.
