Ulaanbaatar /MONTSAME/. At a regular meeting on July 6, the National Climate Change Committee convened to discuss the action plan for the Nationally Determined Contribution (NDC) to the Paris Agreement, which was approved by the cabinet in 2019, and the experts’ council to be established at the committee.

In 2016, Mongolia ratified the Paris Agreement which is an agreement within the United Nations Framework Convention on Climate Change. Member states have defined their mitigation goals in accordance with the agreement, and Mongolia’s NDC has also been approved by the Government of Mongolia in 2019.

“As the mitigation target has been set to 22.7 percent in total national greenhouse emissions in the sectors of energy, road and transport, construction, industry, agriculture, and waste management, it is necessary to define the measures to be taken on the sector level and implement them,” highlighted Minister of Environment and Tourism N.Urtnasan.

Works to develop the action plan were carried out by the Ministry in collaboration with corresponding ministries, agencies, and domestic and foreign consultants from December 2020. During its course, a bill for the Law on Development Policy, Planning, and Administration and a general set of regulations for drafting development policy and planning documents have also been developed.

The plan includes a total of 72 measures to be taken for improving the legal framework, reducing greenhouse gas emissions, and increasing its absorption.

The measures are closely correlated with the policy documents on the national level as well as for sectors

Alongside defining the measures to be closely correlated with national and sector policy documents, the measures reflect baseline and target levels that were calculated as according to the IPCC methodology for assessing greenhouse gas emission.
