Speaker Uchral, State Duma Chairman Volodin Hold Official Talks

Ulaanbaatar, February 12, 2026 /MONTSAME/. On the second day of his official visit to the Russian Federation, on February 10, 2026, Speaker of the State Great Khural Uchral Nyam-Osor held official talks with Chairman of the State Duma of the Russian Federation, Vyacheslav Viktorovich Volodin.

 

During the talks, the Speaker of the State Great Khural emphasized that further deepening and developing Mongolia’s traditional friendly and good-neighborly relations with the Russian Federation has always been a top priority of Mongolia’s foreign policy. He expressed Mongolia’s commitment to expanding and strengthening the comprehensive strategic partnership and broad cooperation between the two countries.

 

Noting that he was pleased to make his first official foreign visit to Russia in his capacity as Speaker of the State Great Khural, Uchral expressed confidence that the visit would further strengthen the firm friendship between the two countries and their peoples, as well as provide an important boost to the development of trade and economic cooperation.

 

The Speaker further underlined that inter-parliamentary cooperation is an important component of bilateral relations and agreed to further strengthen cooperation between the legislative bodies, enhance relations between parliamentary groups, and expand close ties between standing committees and secretariats.

 

Speaker Uchral also mentioned that the legislative bodies of the two countries had ratified the Interim Trade Agreement between Mongolia and the Eurasian Economic Union, expressing that, as Speaker, he attaches great importance to its mutually beneficial implementation. He emphasized that the agreement opens broad opportunities to elevate Mongolian-Russian trade and economic cooperation to a new level and to increase Mongolia’s exports. He also highlighted the important role of business-to-business relations in intensifying trade and economic cooperation.

 

Chairman of the State Duma Volodin thanked Speaker Uchral for accepting his invitation and making an official visit, and recalled his own official visit to Mongolia in 2023. He noted the successful organization of the first meeting of the Cooperation Commission between the State Great Khural of Mongolia and the Federal Assembly of the Russian Federation, established as a new mechanism for inter-parliamentary cooperation, during that visit.

 

The two parties expressed confidence that during this visit, the second meeting of the Commission, to be held in Moscow, would provide an opportunity to exchange views and reach concrete solutions on a wide range of issues, including the economy, fuel and energy, road and transport, agriculture, cross-border cooperation, and environmental sectors.

 

The two sides also exchanged views on commemorating the 105th anniversary of the establishment of diplomatic relations between Mongolia and the Russian Federation, which will be marked this year.
